In Star Trek Online players who purchased a Head-Start Lifetime Subscription to the game (before the game's 3-Day Head Start) are able to play as a Liberated Borg. For Federation the Liberated Borg is a Human and for the Klingon Empire it would be a liberated Klingon.

You are a former Borg drone. You were taken from your home and assimilated into the Borg Collective, and spent a period of time as a Borg. You have taken part in the assimilation of thousands or even millions of other individuals.
Something or someone has severed your connection to the Collective. You have regained a portion of your former identity and are now trying to rebuild your life as a human. You retain some of your Borg knowledge or even cybernetic implants that assist you in your duties.
Transition back into the normal world has been difficult. You find humanoid emotions difficult to understand, and even your own impulses are strange to you. Your implants may make other beings fear you as they fear the Borg. Without the Collective to depend upon, you must find your own way in the galaxy.
Since Liberated Borg can be both Human and Klingon their physical appearance will differ depending on the race chosen. That race however will carry with it the same basic physiology as a non-assimilated version of the species. One constant though is that players will be able to choose to have cybernetic implants on their characters.
The Liberated Borg "race" is either a Human or a Klingon who have had most of their cybernetic implants removed and have regained their sense of individuality after being removed from the Borg Collective. Liberated Borg do not have a society of their own given that they are more than one species. Their society would refer to the species they once were before they were assimilated if they chose to rejoin it. They can be both male and female of their respective species'.
Liberated Borg traits are fixed to what species they pick for their character. Such as if the player chooses Human then they will be follow the same rule-set applied to traits of that species. In addition to those traits players will also have access to two unique traits. One is listed below titled "Borg Nanites" and the other is a ground activatable trait called Borg Neural Blast.
Please note that a Liberated Borg Captain differs from a Liberated Borg Bridge Officer. Although players can purchase Borg Bridge Officers through the C-Store, only Head-Start Lifetime Subscribers currently have access to Liberated Borg Captains.
Liberated Borgs are allowed four traits, two of which are pre-chosen.
