A Console can refer to one of two things:
Only bridge officers of the corresponding career type can man the corresponding console on your ship (e.g. science officers are assigned to science consoles). You may only use as many bridge officers on your ship as there are available console spots.
Just as your bridge officers have different ranks that unlock further abilities, so do a ship's consoles. For example, the Constitution class ships have one Ensign Tactical console, one Ensign Science console, one Ensign Engineering console, and one Lieutenant Engineering console. A Lieutenant Engineer is only allowed to use his or her Lieutenant abilities at a Lieutenant console. If you assign a Lieutenant Engineer to an Ensign engineering console that officer will only be allowed to use Ensign abilities.
You are permitted to assign a lower ranked officer to a more advanced console (Ensign Engineers can be assigned to Lieutenant Engineering consoles), but the officer will only be able to use Ensign abilities until promoted.
